Capt Charles L. Stuppard, Ph.D., USN (ret)

Dr. Stuppard graduated from Cornell University in 1982 with a degree in Mechanical and Aerospace Engineering. He worked as a Design Engineer for Fairchild Republic Corporation from 1982 until 1985 in Armament design and Landing Gear System for the A-10A “Warthog” and as a Ground Test Engineer for the T-46 Prototype aircraft. He joined the Navy in 1985 as an aviation officer candidate. 

After commissioning and flight training he switched to Surface Warfare. He reported to USS BIDDLE (CG 34) in Norfolk where he served as Boilers Officer and Advanced Combat Direction Systems / Computers Officer, Sep 1987 – Jul 90. He then reported to USS REEVES (CG 24) in Pearl Harbor for a second division officer tour, where he served as Electronics Readiness Officer, then fleeted-up to Combat Systems Officer, Nov 90 – May 92. 

After Department Head School May Dec 92, He headed to San Diego and reported aboard USS SIDES (FFG 14) as Combat Systems Officer, Jan 93 – Apr 94. He went through the Aegis pipeline and PCD GONZALEZ from Apr 94 – Apr 95. In April 1995 he reported to Bath, ME as commissioning Combat Systems Officer of USS GONZALEZ (DDG 66) until Sep 1997. 

From Sep 1997 – Nov 1998, he attended the Naval War College in Newport and earned a Masters in National Security and Strategic Studies followed by PXO and Leadership Schools. He then obtained his Joint Professional Military Education Phase Il at the Armed Forces Staff College. He served as Executive Officer of USS NICHOLAS (FFG 47) stationed in Norfolk from Jun 1999 through Sep 2000. 

Captain Stuppard reported to the Pentagon in Sep 2000 and was there on 9/11. He served on The Joint Staff directorate of Strategic Plans and Policy (J-5) as an Action Officer for the Western European and NATO Policy Division until Oct 2001. From Feb 2002 – Jul 2003, he served as the Executive Assistant to the Deputy Director for Politico-Military Affairs Europe, J-5 DDPMA-E. He was designated as a JSO in 2004. After PCO training, Jul 2003 Mar 2004, he served as the ninth Commanding Officer of USS ARLEIGH BURKE (DDG 51) from March 2004 until April 2006. He deployed to the Mediterranean from Nov 2005 until Apr 2006 as Commander, Surface Strike Group 06-1 and as the US ship in NATO SNMG-2 for Operation Active Endeavor. 

Afterwards, he served as an instructor at the US Navy’s premier leadership School attended by all prospective Navy Commanding and Executive Officers, in Newport RI, May 06 – Aug 09. There, he conducted 360-Degree and Myers-Briggs assessment as a self-knowledge tool. He also deployed as an Individual Augmentee from Jun 06 Jun 07 as Commander, Task Group 56.6 caring for a force of 10,000 Navy Sailors deployed to Iraq, Kuwait and Afghanistan as Individual Augmentees. He then reported as Executive Assistant to Commander of Navy Installations Command in Washington D.C. where he provided support to 12 Navy Regional Flag Officers in charge of all Navy Installations worldwide with a total of 53,000 employees, Aug 08 – Dec 10. 

He reported as Commander of Joint Expeditionary Base Little- Creek Fort Story ‘home of the Navy SEALS’ where he spearheaded the first Joint Army-Navy Base consisting of 155 different commands and 23,000 personnel with diverse missions from global joint combat operations and Seabee constructions to Cyber and Information Dominance, Feb 10 – Feb 13. He then reported to Riyadh Saudi Arabia as Chief of Naval Forces Division where he served as principal U.S. Advisor to Senior Royal Saudi Naval Headquarters leadership and the two Fleet Commanders. He contributed to the strategic development of the Saudi Navy in terms of Acquisition, Training, Strategy, and Operations. He then served in the faculty of the US Naval War College until he retired from the Military in 2015. 

His awards include the Defense Superior Service Medal, Legion of Merits, Defense Meritorious Service Medal, Meritorious Service Medals, Navy Commendation Medals, the Joint Service Achievement Medal and various unit and service medals and ribbons. 

He then worked as as Vice President and Director for Maintenance, Training, and Operations in the Middle East at AECOM. AECOM, Fortune #136, being the world’s #1 Architecture and Engineering Design Company. After that position, he took a more challenging C-Level assignment with The Constellation Blue Group (CBG) as their Chief Operating Officer in Washington, DC. CBG has significant background in seaport, shipping, shipyard maintenance, training, and seagoing vessel operations and maintenance. CBG also has global experience in the development of training programs that will develop expertise in operations and maintenance of maritime logistics facilities and Risk Management considerations for maritime security. 

He served as a Vice President for the Cornell Association of Class Officers; served as VP for his Cornell class for 10 years and is currently the class co-President. He is a black belt instructor in Tae Kwon and founded the Cornell Silver Dragons Karate Club. Stuppard obtained his Ph.D. from Salve Regina University with a focus on the impact of technology on leadership. He speaks five languages; fluent in English, French and Creole, intermediate Spanish and Arabic.
